This report proposes adaptation strategies for climate change induced low water levels in the Great Lakes basin. It also presents a cost benefit analysis of economic impacts of fluctuating water levels on Lake Michigan-Huron, and economic implications of multi-lake regulation and adaptation management. The study examines the effects of low water levels of four sectors: 1) commercial shipping and harbours; 2) tourism and recreational water activities; 3) waterfront properties; and, 4) hydroelectric generation.
